That’s proofing the dough. I’m talking about proofing the yeast. Where you dissolve it in water to see if it fizzes. Plenty of recipes direct you to add active dry yeast directly to the dry ingredients. 

I’m not much of a baker. But a lot of the sources I’m familiar with say proofing is unnecessary and outside of old recipes we’ve got from years ago I haven’t seen too many recipes call for it in years. I think the deal is you get a slower rise from dumping it right in? But I’ve never had active dry yeast die on me,
