Yes to your thesis with the notable exception of Ryan Reynolds’s Green Lantern (Spielberg couldn’t polish that turd). Getting the right story wedded to the right script and the right filmmaker can do wonders even with a weak/unknown cast. James Gunn made Andy Dwyer into a movie star that way.
