Just because the government would be developing and maintaining it, that doesn't mean that it's necessarily a bad thing. I suggest a 'wait-and-see' approach. If they implement such a system using best-practice standards, transparency, and accountability, it might actually be better than equivalent business-based ID…
@kleinfelter: SOA records are sent when other DNS records don't exist for the queried entry. Usually, SOA records are not sent if TXT records exist for the hostname you enter.

If you want to make sure you've added the DKIM DNS record properly, you can use this service. Just replace google._domainkey.ryan-goldstein.com with google._domainkey.yourdomain in the text box on the left (changing 'google' to the selector you chose, if appropriate), then click 'Dig'.
@subscriber: Actually, the underscore character is valid for all DNS entries, except for A records and MX records.
@hahn: DKIM itself does not identify a message as spam or not as spam (though some implementations may interpret DKIM like this). Instead, it lets the domain take responsibility for each message sent, so that domain whitelists and blacklists work better.
@diabillic: SPF is a way to tell recipients which IP address(es) should be allowed to send email from your domain. DKIM is a way for a domain to take responsibility for, and prevent in-transit tampering of, specific messages.
@drezha: DKIM works in parallel with email certificates.
@luckycharms: Does your university have Google Apps? If so, you should suggest that they set up DKIM, referring them to Google's blog post.
@JCMasterpiece: Try contacting support and asking them to increase the allowable size, or remove this arbitrary restriction entirely, so you can set up DKIM.

As soon as I open the app, it prompts me to enter my Google user/pass. For all I know, they could be storing my credentials before logging in. I'm a bit skeptical.
