Um, what you’re talking about here is what’s called an ex size.

Temporarily raising CO2 concentration locally seems plausible, lowering it? Not so much. Plus it’s not at the lower levels of the troposphere where the greenhouse effect matters, heat has to escape back out through the upper troposphere to not be trapped by greenhouse effects. 

Basically you’d never get a noticeably different CO2 reading even in your area.
