Do you really need to "train" in the whitehouse though? I mean, if they just walk around calmly and understand/memorize the layout and actual surroundings that's 90% of it? An emergency situation would just require that you do it faster.

I'm OK with giving some number of millions of dollars to replicate the White House. However, I bet you could drastically reduce the cost and have a much better replica if you asked the major Hollywood Studios to build it and foot 3/4 of the price.

I suggest that they privately fund this project by 1 either renting it out to movie studios or 2 have the movie studies build it for them and have the govt. maintain it with agreements in place for usage.
