If we’re being snide, I’d like to point out that America spans two continents and they are, in fact, fellow Americans.

I think there’s a big difference between police and ice. There are big systemic problems with police culture, but there are still fundamentally valid and honorable reasons to want to serve as a police officer. I’m really struggling to think of any for ice, and I think that’s reflected in their recruitment troubles.

Not to mention that lie detector tests are bullshit, which is why they’re not admissible in court. A stone-cold psychopath can pass the test while lying through his teeth, while someone who has anxiety over not getting the job or being interrogated by an authority figure can fail it while being entirely truthful.
