Eh, ratings always "fall" a little for this kind of show (the confusing kind where you have to pay attention and still might not piece it all together before the end) - heck, for almost all shows, premieres usually see much higher ratings than episodes a few weeks down the line.

They didn't say it was "one and done" - at all. They never, ever "pledged" anything of the sort so I don't know where you're getting the idea it was intended as a "one and done" and "completely close-ended" show let alone a "miniseries" since every part of that is utterly wrong.
