I think it was just a non-threatening profession that had enough obvious visual cues to make a goofy supervillain. See also: the Zookeeper, from Futurama.

The filing system isn't perfect - they might be under Peter Parker, the Spectacular Spider-Man instead of Spectacular Spider-Man.

That said, they do give MacNicol credit for being one of the few cast members who was actually trying.

MacNicol apparently came up with an extensive backstory for his character *and* his character's made-up homeland, going so far as to draw up a flag for the latter.

He's not in this because whatever crazy freak-monster he's playing, he's always obviously Ron Perlman.
