By the way, It doesn't take two years to learn a weapons system. Unless you count bootcamp and (at least in the US military) A school. It only took me 2 months boot camp, 4 months A school and 18 days SWIG 1 A training to be qualified to launch nuke tomahawks from my ship. A 'TS' crypto clearance helped as well.
Exactly, it takes training to use this weapon system effectively. I'm not saying rebels stole the system. I'm saying this system was provided by the Russians to their operatives, but they (the operatives) had limited training with it. It was an unfortunate mistake. Still people died.
