While I am on record as a staunch disliker of Johansson in the role, I agree with you that the Winter Soldier Natasha was both fun, deadly, and actually interesting.
I’m actually happy they gave more time to the other female characters this time around, especially Wanda ( never mind that she seemed over-powered at times ). Natasha’s been on the run with Rogers and we’ve seen so much of her over the other MCU films.
A Bourne-like caper with these two misfits would be something I would like to see, even if I dislike Johansson in the role.

^This. I like Vikander well enough, from The Danish Girl to The Man From U.N.C.L.E. to Jason Bourne. But her beauty seems...generic; I could confuse her with anyone from Gemma Atherton to Cobie Smulders. Fine an actress as she is, Vikander seems to lack the movie star X-factor that Jolie has.

No that was the 2001 Tomb Raider launch movie. Say what you will about its silliness, but Jolie committed, and that film had more memorable set-pieces than the current Vikander iteration.
I unabashedly loved ( and still love ) the 2001 Tomb Raider, but I had to sullenly admit the sequel jumped the shark with that shark-punching bit. Jan de Bont’s intrusive slo-mos didn’t help either.
