Except that there’s an annual numerical cap that prevents a ton of people who would *like* to get H-1Bs from getting them. A lot of employers won’t even bother sponsoring a new H-1B employee because the uncertainty of whether the petition will be accepted for processing, let alone approved, is a huge deterrent.
