I don’t think she’s saying it’s irrational to walk a batter with two outs and guys on 2nd and 3rd. I think she is saying it is irrational that managers would choose to walk a batter with two outs and guys on 2nd and 3rd more frequently than with two outs and guys on 1st and 3rd.
