I’d lean more towards Bucky taking over because Bucky is already powered, plus it can spiritually continue Cap’s man out of his own time theme from Steve. I have nothing against Falcon but he’s already his own hero in his own right, and combining the shield with the wingsuit would seem a logistically challenging.
