Well, remember no one thought the drugged out guy from Less Than Zero could be a superhero anymore than Johnny Storm could be Steve Rogers and they proved us all wrong. I’d lean more towards Bucky taking over because Bucky is already powered, plus it can spiritually continue Cap’s man out of his own time theme from Steve. I have nothing against Falcon but he’s already his own hero in his own right, and combining the shield with the wingsuit would seem a logistically challenging.
