To get Japanese developers on board and more niche Japanese titles to please hardcore gamers. Last gen the 360 had some sweet shmups and a Katamari game as well as Blue Dragon. If they don't release the X1 there, I doubt that the system would get as much Japanese love, and there would be less reason for western gamers…

When you really thing about it, IV's Liberty City is like really quite small. Yet Rockstar managed to make it feel like a metropolis.
