Firstly, to even run gta4 in 1080p on ps3, you have to (literally) uncheck boxes that say 720p and 480p. If you don't do that, it will default to 720p. GTA 4 was widely considered superior on ps3 (it was the console the game was developed on, they just ported it to 360). Rdr, on the other hand, was attrocious on ps3. Such a bummer.

This game is heavily scripted, which means they have more control over how the game performs. This is completely possible on current tech. Dont expect it to look good on a 1080p screen though, because itll probably be running 720p
