My guess is the villains will get their humanizing morality play later on, once we're invested in their villainy, and probably only after Korra has defeated them. In the novel, the jackets were ridiculously expensive, as they were lightweight and provided protection. Still worthless against mimics in the hands of someone without time-loop powers.
