Not technically true. Nothing in the Scotland Act prevents Westminster from imposing legislation on Scotland with prior approval. There's just a tacit convention on both sides that Westminster won't actually do

A man can dream. You want your kid to get a religious education, you pay for it. It is not the state's job to provide religious education to your kid. Take your kid to church/mosque/temple etc on your own time.
