While updating the standards for trucks, I’d say step 1 should be fines for modifying vehicles in a way that moves their bumper height outside of crash tested parameters.

Note: All of those weights and distances and such are for pulling something straight up into the air. i.e, your 50 hp beetle can lift the big rig 100 feet in the air in one minute. That's much harder than pulling it 100 feet along the ground.
