My friends and I are around levels 25 and 26 and played Iron Banner games the other night. In one match, we played against a team with a level 30 player. He smoked us. Brutally. One-shot kills from him. And we could barely hurt him. We were in awe.

I have an Xbox One and while I haven't played as much as you, I've only been dropped from the servers once. And even after that, I was immediately able to rejoin my friends. Similarly, one of my friends has been dropped just once.
I have to say, if you think the PS3/X360 versions were gimped, I wonder how you can take enjoyment in any game. The last-gen versions of GTA 5 were incredible - the most attractive game for both systems. A long single player campaign, and a ridiculously fun multiplayer system.
