Nope. You can’t use someone’s likeness for profit unless they have okay’ed it. No matter how famous or ‘public’ they are.
Not to be pedantic, but “she’s a public figure” is only an excuse for getting away with saying outrageous things about someone, not selling their likeness. This is one of those things where it’s probably a violation of her publicity rights, but RBG is 100% not going to sue so pretty much no harm no foul.
