As a 30+ year SoCal resident, cholo is pretty much synonymous with gangbanger, and most Latinos do not dress like this at all. The women tend to wear dresses more than white women do, and the men cowboy hats.
And they stole the plaid from the poor Scots.
Calling someone a cholo who is not a gangbanger even if they are Latino is not highly recommended. The word is virtually synonymous with male gangbangers.
They don't have to if they don't want to be mistaken for a gang member. In fact for exactly that reason most wouldn't.
Sorry, I'll call gang members anything I like.

I do live in SoCal, actually another half Latino town and I rarely see anyone dressed like this.

It was harmless. Not everything is about the poor transvestites, which is more about shock value anyway.
