Agreed, but the 400 is a small block. It’s bore centers are small block, and the heads are open chamber (prone to detonation) 2V cleveland. It does however use Big Block (385 series) transmission pattern and distributor. That’s why these are ripe for a 460 swap.

The application may be groundbreaking but the technology certainly isn’t. Ball type governors have been used for decades in all types of mechanical applications.
