Yes and no. The Xbox 360 actually uses a PowerPC architecture with an NT kernel. It is not necessarily a smooth transition form Xbox to PC. I am sure a lot of the skill acquired on one does translate to the other, but there is still a significant amount of work to port from one to the other. It would be like porting…

The Great thing is, the console will be x64, so writing for the Xbox 720 will be like writing for a windows PC, with some new tricks. Since the 720 will most likely be using a streamlined NT kernel of some sort, probably Win 7.
