The big thing for me is the kind of cage he was in - he was in a "speedster prison" instead of what Jessie was in. So there's gotta be something to that.

Its actually Letterman in the cage, he's become obsessed being trapped there.

Will Simpson is Nuke, who's a supervillian in the comics - they changed a few things about the background/mythology but its pretty close, and the red white and blue pills were his trademark.
