Except that GM is explicitly positioning the Bolt as a Tesla competitor. If they didn't think it was a threat, why would they do that? Just because Musk is marginalized at the most conservative and mainstream car show on the planet, doesn't mean they're not reacting to what Tesla is doing the market.

They have done dick in being innovative, other than reacting to market trends.
