I don't think it means EXACTLY that, because the word "inherent" is pretty strong. You definitely aren't inherently reckless if you're going fast, but the likelihood of your driving crossing into recklessness increases along with your speed.

Like the article says, it's VIP-style. It's a big trend in japan. You take an executive car, put huge wheels on it, slam it, sometimes dial in crazy camber, and then do up the interior as gaudy and luxuriously as possible.
