All high speed rail is electrified, and that electricity is low carbon (and decreasing every year). This is how you change a transport system.

I think it would be more effective if they require every passenger carry a small tree or shrub with them when they travel.

Besides the ultra wealthy nobody is flying for the hell of it. it’s basically the most cost and time effective transportation. I agree with others posting that the way to lead is with the carrot and not the stick approach. Build other forms of transportation and it will be used. 

This is why Dyson needs to make a car sooner than later!
