That makes a lot of sense. And I suspect if you're ending up with a culture of "oh, okay, we can break this rule" you end up diluting the effect of other policies and introducing some fuzziness and "well, i'll tell on you if you tell on me" brouhaha.

I love that narrow band showing where I-90 is in South Dakota. And you can see some state boundaries in the census blocks - the northern borders of New Mexico and maybe Arizona, I think, and also North Dakota is quite clearly outlined.
