That won’t work due to to the the way encryption is implemented on the iPhone.

They can’t actually do that. They designed the system so that is impossible. The FBI is telling them to build a system so they can do that. In addition to the privacy issues at play, the FBI’s request is in violation of the 13th amendment. That is, the government can’t just force someone to do unpaid work.
