Why would unemployment be almost 0? If you are implying construction jobs, those would be temporary, and not just any Joe off the street can build an elevated/underground high speed rail. It'd take specialized builders.

The reason high speed rail won't happen in the US is because of size. Texas alone is the size of most of Western Europe. The US is a massive country, and it's cities are widely dispersed. It could potentially work on the east coast or in New England, but it'll never happen west of the Appalachians.
