I think you hit on it though - trucks are protected from market forces making them artificially accessible. If that went away the ‘problem’ would mostly solve itself.

I’m not entirely convinced the driver had much involvement in keeping that rig shiny side up, I think he was along for a very lucky ride, which could have ended poorly.
If the pump pumps too fast, the neck between your gas tank and the filler can fill up with gas and shut the pump off. It doesn’t actually even have to fill up per se, there just needs to be enough splashback to block the breather hole on the end of the nozzle momentarily and trigger the shutoff. My assumption is that the pipe/hose from the main underground tank to the row of pumps isn’t sized right to allow all pumps to flow at a max rate.
