Great point! But that's the point of Marvel's Civil War, all enhanced would have to register good or bad. Lumping them all together, I could see Cap having a problem with that. Hulk would just be mad.

True. But think about it. Why break up the Enhanced? The Civil War story would be interesting if you lump them all together, good guys and bad guys. Stereotyping them into being "all the same." So you'll have people like Cap and Deathlok against the government.
