You put R&D into things that makes sense and have a chance. Putting solar panels in your road surfaces is NOT one of those things.

Putting panels on raised areas over a parking lot is fine (if you can afford it). Putting them UNDER the parking lot is stupid to begin with, but even stupider when large percentages of the parking lot are going to have cars sitting over those panels anyway for much of the day.
