With the drought, I turned off the sprinkler controller back in 2010 or so.  You know what?  I don’t see a difference in lawn color.  Native grasses have overtaken the invasive species the lawn had been planted with.  It doesn’t need any excess water except for the occasional Southern California rain it gets. 

They got serious about cheaply made (and running) Chinese off road bikes for kids a years back, but it was mostly for lead content in the various components.  And of course retailers complained, they saw no issue in selling kids lead-tainted products.
