@Marc Villanova: It must be a rule of thumb that a complete stop takes 5 seconds to happen. I've never heard of it either. If you get a ticket for it, it's explained as 'failure to come to a complete stop'. No mention of time.

I got a boot in Baltimore when I was there for college. I couldn't pay the ticket and my car sat there with the boot but about a week and they ended up removing it because they weren't able to use it on other cars.

Wow, I'm not sure which is worse; that a Civic owner cares this much to deface his Honda to get into a Ford show and be the ultimate troll, or that any car owners there actually bought the Civic was a Ford.
