The Lambo dosen't look like it is going excessively fast, 30mph is certainly within the realms of possibility.

Different country's handle things in different ways, just because the US has "Freedom of the press" it doesn't mean it should be expected in other places.
In the east it is fairly easy to have a mediocre team and consistently finish 7-8th with little to no hope of progressing anywhere in the playoffs or getting a player which can elevate your team to the next level through the draft.

I would guess the owner spent alot of money buying/importing/federalizing and repairing this car and is trying to not get totally hosed when selling it.
As long as the original sponsor is on the cars and is the reason they are running those colors then great, if you paint your car in an old sponsors livery just to make your team stand out against another team with a similar name then not so much (Looking at you lotus).
I think it is overpriced, individually the cars are not worth anywhere near $33 million, with the exception of the DB5 i don't think the Bond cars have ever really sold for that much above what the non-Bond version did.
