I'm an Air Force guy so I really have no idea how the Navy handles aging equipment, the AF just replaces everything. Note the F-35 trying to replace the F-16 and A-10 where both where perfectly fine the way they where. Give them an Avionics upgrade, a fresh coat of paint, and a smack on the ass they'd have been good.

Iraq’s military seems unable and/or unwilling to fight. They have already lost significant military equipment and stores to ISIS. I don’t see the point in giving them yet another weapons system that they can not employ and can not maintain.

I think E. European allies for sure, Poland, Romania, Hungary. Some would love to see them flying with a Ukrainian flag while others see this as only a form of escalation.
