They knew about the forgery plot, they knew the plot failed, they knew Vreenak was killed in a way that implicated the Dominion, they knew Garak was involved…Starfleet could follow that logic. The only people who couldn't were the Romulans, who wouldn't assume…
Yeah, I guess I'm making them out to be more Cardassian in my mind. I suppose the Romulan way is to have your closest bodyguards be very loyal to you and you alone.
Who would he even confess to? He got Starfleet's blessing for the forgery operation, they had to know it was a failure and they knew Vreenak was killed. The only powers-that-be over Sisko knew exactly what happened.
Vreenak's political career would be in serious jeopardy if he were found to be consorting with the man leading the war against his Dominion allies, and there would surely be others in the Romulan power structure who'd use that to take him out. I'd be surprised if he planned to leave his own bodyguards alive after that.
I'm pretty sure I read somewhere about exactly this type of espionage happening during WWII…though come to think of it, that may just have been me reading Cryptonomicon.
