Fallout MMO does exist (made by guys that are not involved with interplay, black isle or bethesda), but it’s a version of Fallout 2, there is actually more than 1 MMO, I played “Fallout Reloaded” and “Fallout 2 Online” Both are revolved around pvp mostly, it’s pretty fun.
