Exactly my point. Once the arrest is made, it should be out of the hands of police officers what happens. Bring them in, write your report, and let the prosecutors office decide what charges to file. (I realize that isn’t how it works now, logistically, but that process could change).

I don’t really understand why police officers need such broad power to decide who gets prosecuted.  Once they decide to take someone into custody it should be up to attorneys and/or prosecutors to decide whether to go forward with charges, especially in these types of cases.
