I’d seems questionable to me to try and harm a government agency that is legally forced to continue existing and expect anything good to come of it. It isn’t like we can force them to go out of business like you could with a private business.

It is possible to develop Google apps for the Google OS without compelling phone makers to preinstall those apps if they want to use the Google OS. Since Apple is both the phone manufacturer and the software developer it isn’t really the same thing, they aren’t “forcing” someone to preinstall the apps.
