I think the fire truck is about building bridges with a neighbor. Someone saw a need, we had the capability to help at reasonably low cost ( it’s true that these flights often occur with little to no payload in one direction otherwise, ask anyone who has traveled Space-A).
I actually spent a week in Puebla working at an orphanage for disabled children in 2013. Quite the experience, I agree it gives you a real sense of what’s important in this world.
