It does have meaning. It means on the second level of the defense, as in, behind the line. If a DL drops back and plays (effectively) linebacker, he has dropped into the second level.
But he did push from the second level. There is a big difference between the phrase "not on the line of scrimmage at the snap" and "from the second level". Jones *did* push from the second level by definition, by being behind the lineman when he pushed him.

I think the best example of this is the description of the email writer in the original story (or even in this one) as a "bro". When I think "bro", I imagine a backwards-hat wearing, "cool guy" jock. Having been to the fraternity in question personally, I think the correct word would have been "nerdy 20 year old".
