Mike, it might be way beyond the $30 mark, but the OSSC is the perfect solution for this kind of scenarios. Its an incredible little box and you can use it with every kind of retro console.
The best solutions around are the XRGB Mini/Framemeister and the mighty Open Source Scan Converter + RGB cable.

Actually, 3S:OE uses rollback-based netcode (not sure if it is exacltly GGPO, tho), but in my general experience, between consoles and PC, the netplay is normally better on the latter.
Maddy, the experience in Fightcade vs. 30th is very different because Fightcade uses GGPO, and 30th uses... whatever it uses which doesn’t seem to be rollback-based.
The venue for the finals wasn’t that bad. The place where the first 2 days took place, on the other hand was pretty small, you barely had enough space to play your fights and in contrast to regular EVO, there wasn’t much to do if you were kicked out of your tournaments.
IIRC, if you pay for playing, its considered something similar to gambling. If you don’t pay anything, you don’t have that limitation.
Chances are your TV is the one causing delays because of its display lag. It’s almost guaranteed you were using a CRT display when you played this, which have “0 lag”.
Persona 5. I got pretty far into the game, let’s say, like the 4th or 5th case. It started feeling like a grind and I stopped having fun.

16 could be considered an underdog in the manga/anime, but you can’t say the same about him in DBFZ... He’s an extremely good character.
