I’m saying the Lo-Jack receiver system is only available to the government, and there is no reason to mount them in that quad-spaced arrangement otherwise.

The four antennas at the top back are the exact type used for Lo-Jack and available only to the government. Probably law enforcement or a good fake thereof.
