It is absolutely still a monumentally dumb decision, but his speed certainly plays a role in his ability to stop in a timely fashion and generally should be a mitigating circumstance in her sentencing.
I don't see the point in sending her to prison for something she didn't mean to do. It costs taxpayers money and serves no purpose. Prison should be reserved for people likely to harm others again. This woman will not likely make the same mistake. A more fitting punishment would be taking away her license.

Actually, the speed limit was 90 km/hr which roughly equates to 55 mph which means he was going somewhere between 23 and 39 km/hr over the speed limit. While she obviously made a gigantic mistake and should bear the consequences of that, she wasn't stopping on a highway where 75 mph is appropriate at all.
The law must be different in Canada, because in the US, I think (I might be wrong) the motorcyclist would be at fault, rear ending a car no matter how slowly it was traveling.
