I think you assume too much. Tenzin and Riako asked for Su's help. If Su did things her own way, Tenzin and Riako would have just shrugged. They basically let Kuvira run wild for three years. Why wouldn't they be as hands off with Su?
Yeah, Su could have at least met with other people in the Earth Kingdom and helped them find their own system rather than being so rigidly isolationist. What's the quote? "Nature abhors a (power) vacuum." Someone will fill it, and there's a good chance it will be worse than before.
