If they're going to be supporting characters, I don't see why they can't be on both. Plus we know without a doubt that there will be crossovers between the two shows. Maybe no more than a cameo in the first season, but I'm sure they'll have some true crossover arcs.

That's a decent theory. I'd rather he be Rip Hunter, but Rip may have too much hero in him to stab someone in the middle of the night. Booster Gold wouldn't do what he did at the end of the episode. Rip Hunter is enough a pragmatist to go around stabbing people in the past to preserve the future. Also H. Wells = H.G.
