Where he lives in the States has no inspection, but not all states are like his, I have a mandatory inspection and emissions test every year. They would of hit him most likely the first or 2nd year of ownership if he lived in my state.

This isn’t that uncommon. I’ve seen high-end luxury cars all the time with badly worn and unsafe tires. I’ve even told complete strangers “Hey, you may want to get some new tires on that” and they look at me baffled.
