I wouldn't say Moira or Roy were wasted, both had quality storylines even if they weren't on the forefront. Walter and Huntress were always minor characters and Captain Boomerang was (sadly) a one episode villain (for now).

When I started watching it on Netflix (when the broadcast was about to finish the second season), I basically hate watched it, sticking to see how bad would it be next episode. I didn't even realize about the very gradual increase in quality until I finished the finale and realized it all was so damn good.

I'd pay to see Dinah regenerate into River Song.

They should make Black Siren a recurrent antagonist for Dinah. Otherwise, Dinah really seems like a wasted character.

And now they apparently filed for divorce, so it's unlikely we'll ever see him again.

I'd love Earth-2 cop Iris to replace boring Iris.
